Clovis might actually be a good pick for chief USDA scientist. Firstly, he has the experience of having consumed a lot of agricultural products. Secondly, he retired as the “ Inspector General of the North American Aerospace Defense Command and the United States Space Command.” During his reign, there were no attacks on the US by space aliens. Also, no agricultural products were lost in space during his tenure. Third, his familiarity with Russia and Russians means that he can help foster transfer of Lyshenkoistic agricultural technology to the US. Fourthly, his ability to resist the temptation to believe in climate science means that no USDA dollars will be wasted trying to find out how best to bolster US Agriculture against changing climate. Fifthly, he has a degree in Political Science, which sounds kind of sciencey. I would say he is a choice whom Vladimir Putin could really get behind..
