My comment is related to the takings clause.

If someone wants to voluntarily surrender their bump stock – no problem.

if someone is willing to register it – no problem.

If someone wants to keep it but not register with the ATF, there may need to be a provision for the ATF to take it reimburse the person for it (like taking land for a public use).

I don’t see that this addresses that scenerio.
