You said ‘retard’ vs ‘retarded President’. It’s like saying Jew Congressman vs Jewish Congressman. The use of retards is plural, and a case can be made that it is similar, however looking at the sentence retards was being used as a regular nonoffensive verb. This is a case where treating a gerund as a noun and using apostrophe would have helped.
