Bit late to the party and no way can they claim ignorance of industry best practice.
This Trump cock and his party dont seem overly environmentally responsible ( faint memory of Nixon  initiating the USA EPA dept , though, could be wrong with that memory ), but that dosnt absolve the donkeys from historical neglect.
Seems like both elephants and donkeys are a bunch of  shitheads who care little for people, or the environment.
That silly Clinton lady coulda campaigned  hard on environmental matters. Really hard. Like a real full on greenie. But she didnt. So she and her party aint.
In fact theres a whole heap of stuff she and Trump didnt campaign hard for.
Never heard a bloody thing about domestic violence and what to do about it, from em, for example.
Heard bugger all about agricultural policy and reform either.
So yeah, your point about Obamas timeframe is valid.  
Not actually sure why usa presidents gotta be the sole people to come up with new ideas.  Dosnt the public service have an obligation to always improve society?
And isnt there heaps of congressmen and senators to initiate ideas too?
