I recall that the Senate refused to pass a budget for 6 years - but  just keep renewing a continuing resolution to carry forward the budget reconciliation act.  

They didn&#039;t want to agree to spending cuts and avoided them with this tactic.  Avoiding spending cuts is partly why they lost this election.

So to summarise - I think there is plenty of blame to go around and would not hold the Republicans 100% responsible.]]></description>

You are correct as to the last 6 years - but wrong as to Obama&#039;s first 2 years.

For his first 2 years, he had a Democratic house and senate.

He could have done anything he wanted (much like Trump now).  

He could have passed an energy bill.

He could have done immigration reform.

He could have passed gun control.

He didn&#039;t do any of that.

He spent his 1st two years doing health care reform - which he passed with ZERO votes from republicans (because he had the house and senate).

His big mistake was not doing everything he could in his first two years.

A mistake which I don&#039;t think Trump will make.

I am sure Trump will be acting as if he only has two years (until the 2018 midterms) to get done what he wants to get done - because that is how it usually works in the USA.

We will have to wait to see if we are all going to suffer - that is an open question.]]></description>
