He also intends to reform how universities hire and fund researchers, and the universities’ overhead system.

Is sure proof that Johnson is all for a heavy-handed big government being deeply involved in every little goings-on in industry and society.

Either that or he's a confused, illiterate hypocrite political nut-job.

I'll go with #2 as it describes libertarians pretty much.

I doubt that the versions of the answers we see were written by any of the candidates - they may have outlined ideas and had people spruce them up, although I'm willing to be Trump didn't spend any time on them and just had some tool write answers for him.

This

He wants to dramtically reform the granting process, using as the exclusive means of determining grant worthiness the frequency of ideas in given areas at the grassroots level.

is scary, and would be more scary if that loon johnson had any chance of getting into the White House.

This too

He also intends to reform how universities hire and fund researchers, and the universities’ overhead system.

is disturbing, but more due to its vagueness than anything else. I shudder to think how much damage someone like johnson could do to research and education in the U.S. if he were able to implement his ideas.

The first thing that struck me is how all of drumpf's responses were clearly not written in his voice. he would not use that vocabulary or sentence structure.

The second thing that really bothered me by both drumpf and Johnson was the complete hands off, the-market-will-generate-the-innovation-and-research-we-need tactic. That's not what got us to the moon. It was a federal/national goal that bent the entire culture to invest. That won't happen again unless a) the federal govt decrees it and b) the country unites around that goal. Drumpf and Johnson fail on the first part and therefore won't get the second unless the extistential threat becomes more urgent to the market, and Clinton fails because there's too much discord in our country to unite around science.
