Wow. I’m pretty sure that would be considered a breach of the Public Order Act, here in the UK. Specifically because it’s inciting violence, and likely to lead to racial abuse.

Unfortunately, at least when people who aren’t brown, female, non-Christian, or left-leaning are concerned, the US has leaned so far in favor of the “allowing inciting violence” interpretation of “free speech” it’s basically a running joke.

The parts you quote from that newsletter do not support your statement that they are inciting racial violence. I would suggest additional quotes to make it clear that race is on their minds. For example:

We see government sanctioned illegal international gun running into Mexico resulting in the murder of a Border Agent; we see thugs wielding clubs outside voting precincts...

we see orders and directions to various Agencies and Departments which authorize amnesty to certain categories of illegal’s;...
