The reason is, it would open the HI up to legal discovery. Whether this document is real or fake is a material fact in any legal case surrounding it and would be of crucial importance in determining any damages to the HI from publishing a fake strategy memo.

On the other hand, if it is not fake, then the various parties who have been lied to by HI would have been shown to be idiots.
