1) UXO: un-exploded ordnance, left over from WW2. Given this possibility, he needs to call his local fire department ASAP, who will know how to reach the correct branch of the military to deal with this possibility.

2) Buried water or fuel tank. If fuel, then possibly still a fire or explosion hazard, if the fuel has not all leaked out or evaporated. Still something to call the fire department about. If it's water-related infrastructure, they will refer it to the municipal water & sewage agency to deal with.

3) Some other object related to military or civilian infrastructure from decades past. Once again, the fire department is the best place to start.

Word to the wise: if you find unknown objects in or under the ground in your yard, don't call the news media. Because even if you're completely rational about the whole thing (plus or minus cat-magnets:-) they will turn it into a freak show.

According to authorities, the hole was drilled in September 1962 in a search for oil (and there is more than one). Originally it was 52 m deep. An explosive charge was detonated at its bottom to generate shock waves which were detected with geophones - to survey the underground structure. The hole was later sealed using soil etc. It probably collaped due to ground water activity.
If you know German, you can read it here:
