					<description><![CDATA[An interesting revelation from the japan times, the site of the plant was originally at an elevation of 35m but they cut it down to 10 m because the biggest tsunami they could concieve of in the 1960s was 3.1m (there had never been a big earthquake in the region, they did not look hard enough, there were records of the 869 event, but likley they were mouldering in a library somewhere). Also it saved energy in terms of pumping water uphill.
