Then we make a new rule (because that won&#039;t be enough energy) that says we can burn whatever we want but we must offset the carbon PRIOR to burning the substance, NO EXCEPTIONS.  

In that instance, we would be doing almost nothing that we do now. Talk of offsets are cheap.  Show me the money. ]]></description>
